Formed in March 2006, Terengganu Incorporated Sdn Bhd (Terengganu Inc) was identified by the State Government as their strategic investment arm. Under a rationalisation programme, Terengganu Inc will stand at the helm of all the state’s business, commercial and investment activities.
The formation of this wholly owned corporation underlines the State Government’s firm commitment for value creation and increasing returns on investments to fund social development programmes and ensure Terengganu’s sustainable long-term growth. By streamlining the state’s investment portfolio, better economies of scale, creating synergy between companies and concentrating on return of investments, Terengganu Inc aims to be the growth engine for Terengganu in the new millennium for the benefit of the people.

In line with Malaysia’s National Roadmap 2020 and the 11th Malaysia Plan, the state government of Terengganu has launched a new roadmap for Terengganu. The Terengganu Economic Transformation Plan (TETP) will propel Terengganu towards becoming a high-income state.
The TETP focuses on 5 Key Economic Areas with 18 Entry Point Projects (EPP) and 71 Projects.
Terengganu Incorporated Sdn. Bhd. (Terengganu Inc) is the strategic investment holding company which manages and monitors all forms of commercial business activities and the State Government's investments implemented through state agencies. Merging the state's investment portfolio under the management of Terengganu Inc will generate optimum returns from the businesses it invests in.
Through its incorporation, Terengganu Inc assumed responsibility of the reorganisation and consolidation exercise ('Reorganisation Exercise') on 1st March 2007. This applies to all Terengganu State's business, commercial and investment activities under Terengganu Inc. The Reorganisation Exercise (RE) Agreement was signed between Terengganu Inc and six (6) State agencies - Menteri Besar, Terengganu (Incorporated), Perbadanan Memajukan Iktisad Negeri Terengganu (PMINT), Lembaga Tabung Amanah Warisan Negeri Terengganu (LTAWNT), Yayasan Terengganu (YT), Lembaga Pemegang Amanah Yayasan Islam Terengganu (YIT) and Yayasan Pembangunan Keluarga Terengganu (YPK).

YAB Dato' Seri Dr. Ahmad Samsuri began his career in the public sector as an academic in 2001, as a Lecturer followed by Head of Department of Aerospace Engineering in Universiti Putra Malaysia. He was involved in teaching and research at the Engineering Faculty and was also active in the development of the national aerospace industry.
Drawing on his knowledge and expertise in Aerospace Engineering, YAB Dato’ Seri Dr. Ahmad Samsuri was regularly consulted by the government of Malaysia on aviation matters. He represented Malaysia at the National Aeronautics and Astronautics International Conference in Washington, USA in 2006. From 2007 to 2009, YAB Dato’ Seri Dr. Ahmad Samsuri was an advisor to the Minister and Director General of the Higher Education Ministry focusing in the field of Aerospace followed by other prominent positions.
He was the recipient of a special achievement award from The Federal Agency for Industry (ROSPROM) a subordinate of the Ministry of Industry and Energy of the Russian Federation and a gold medallist at the 54th World Exhibition of Innovation, Research & New Technologies (2005) in Brussels, Belgium.
YAB Dato' Seri Dr. Ahmad Samsuri holds a PhD in Aeroengine Ignition and Combustion (High Altitude Engine Failure) from the University of Leeds, United Kingdom. Following his first degree in Mechanical and Materials Engineering from Universiti Kebangsaan Malaysia, he pursued a Master’s of Science in Combustion at the University of Leeds, United Kingdom.
YB Dato' Mohd Zahari began his career in 1988 and held various command posts including Head of Human Resource Management Department of the Terengganu State Secretary Office and Deputy Director of the State Economic Planning Unit (opening of the Kuala Nerus district in September 2014). He steadily rose through the ranks to senior positions in the Terengganu Civil Service such as Deputy State Financial Officer and Secretary/ Managing Director of Lembaga Tabung Amanah Warisan Negeri Terengganu, a state agency.
Prior to his appointment as the State Financial Officer, he was the District Officer of Kemaman from February 2017 to September 2018. In upholding good administration, he encouraged best practices to ensure affairs of the district were implemented effectively.
YB Dato' Mohd Zahari holds a Master in Business Administration from Oklahoma City University and Bachelor in Business Administration from Texas A&M University in the United States.
YBhg Dato' Bentara Dalam Hj. A.Rahman Yahya, with over thirty (30) years of experience, has held various positions which have contributed to his broad understanding of the state. Beginning in 1983, his first 10 years of service was spent with the state’s Economic Planning Unit (UPEN).
YBhg Dato' was the State Secretary from April 2018 to August 2019. His experience includes working with departments such as the Dungun District Office, Kemaman Municipal Council, Comptroller of the Royal Household, Office of His Royal Highness the Sultan of Terengganu followed by General Manager of Perbadanan Memajukan Iktisad Negeri Terengganu (SEDC) after which he became the State Financial Officer.
YBhg Dato' A.Rahman holds a Bachelor of Economics (Hons) from Universiti Kebangsaan Malaysia. He also, holds an Advanced Diploma from University of Wales College Newport, United Kingdom.
YM Raja Dato' Idris has acquired more than thirty (30) years of experience holding top management positions in various private limited, public listed and multinational companies.
From 1994 to 2000, YM Raja Dato' Haji Idris was with Siemens Group of Companies in Malaysia where he served as Managing Director of Nixdorf Computers Malaysia Sdn Bhd and also as the Executive Director of Siemens Nixdorf Information System (Malaysia) Sdn Bhd. He was also a Non-Executive Director of Siemens Multimedia Sdn Bhd (an MSC Company) and from 1998 to 2000 assumed the position of Vice President at Information and Communication Network of Siemens Malaysia Sdn Bhd.
He was the former Group Executive Director of TDM Berhad, a public listed entity owned by the Terengganu State Government from the year 2000 to 2004. His leadership qualities and attributes led him to hold a position as the Chairman of Kumpulan Perangsang Selangor Berhad, the flagship public listed corporation of the Selangor State Government, a role he served for seven years from 2011.
YM Raja Dato' Haji Idris is a member of the Institute of Financial Services, UK, a Fellow of the British Computer Society, UK, and Fellow of the Chartered Management Institute in the UK as well as a Consultant at the Markefield Institute of Higher Education, Leicestershire, United Kingdom, a position he has held since 2006.
YM Raja Dato' Haji Idris also holds a Post Graduate Certificate in Strategic Management from the University of Derby, UK.
YBhg Dato' Haji Mohd Jafri is a qualified engineer with a strong background in the petroleum industry, power generation, water and waste water and general infrasturcture development. Currently, he is the Operations Director of Strata Niaga Sdn Bhd and also Operations Director for various companies under Tristate Group. The companies involved are in oil & gas as well as power and energy businesses.
With his career spanning nearly three decades, he has been involved with many projects within Malaysia and overseas particularly in Sudan & North African countries, Abu Dhabi, Oman as well as Negara Brunei Darussalam. He is well experienced in senior-level international business negotiation and possesses a full and complete knowledge of all aspects of business expediting and execution.
YBhg Dato' Haji Mohd Jafri initially obtained a Diploma in Petroleum Engineering at University of Technology Malaysia (UTM) and then progressed into the British university system earning an Honours Degree in Mechanical Engineering from University of Sunderland and was subsequently awarded a Master’s Degree in Computer Integrated Manufacture (Production Engineering) from Loughborough Univesity of Technology, United Kingdom.
Tuan Haji Mazli Zakuan was the former Deputy Chief Executive Officer of Perbadanan Kemajuan Iktisad Negeri Kelantan (PKINK) where his role was to enhance the performance of PKINK towards spearheading the economic development of Kelantan. His primary responsibilities included corporate and strategic planning, administration and talent management and entrepreneur development.
As a company leader, he also oversaw the operations of a string of subsidiaries of PKINK and was entrusted as the Chairman of a Business Recovery and Continuity Team Committee. He played an active role in the exercise to list on Bursa Malaysia a wholly owned subsidiary of PKINK, namely Kumpulan Perladangan PKINK Berhad and was mandated as a member of the board of its subsidiaries. With an impressive network, industry expertise and market understanding, he created value and a great culture leading to strong company growth.
He also has extensive and exemplary oil & gas industry experience, including serving as the Chief Executive Officer/ Co-Founder of Malaysia’s first specialty chemical company for the oil field and water treatment, a milestone in his career. Tuan Haji Mazli started his career as an application engineer and progressed in various leadership roles after joining Malco Chemical Company.
Tuan Haji Mazli Zakuan holds a Master in Business Administration and Bachelor of Engineering in Material and Mechanical Engineering from Universiti Teknologi MARA (UiTM) and Universiti Kebangsaan Malaysia (UKM) respectively. He is currently pursuing a Doctorate in Business Administration in UKM.
Captain Mohamed Najib started his career in the marine industry as a ship crew. He further developed his passion for the industry and climbed the career ladder until he achieved the Master in Marine and Commanding Vessel title. Following this, Malaysian Engineering Oilfield Services Sdn Bhd welcomed him as the Operations Manager in 2013 to manage the company’s fleet operation.
In 2015, he became the Marine Manager at Permata Trans Offshore. He brought with him a wealth of operational and managerial experience to enhance and improve the marine operations of Permata Trans Offshore. As the Marine Manager, Captain Mohammed Najib was responsible for the operations, monitoring, management and safety of the ships. He ensured operations were up-to-date with the regulations and legislations related to the organisation in ensuring compliance with all requirements, locally and internationally.
With his in-depth knowledge of the industry and business insights, he was appointed as the Managing Director of Inno Serangkai Group of Companies in 2016. Inno Serangkai Group of Companies offers, among other things, charter-hire marine vessels, oil & gas support for upstream activities in addition to professional, skilled and semi-skilled workers for the maintenance and operations of offshore oil rigs. He was also mandated as a director for various companies under the Inno Group.
Drawing on his skills and strengths in the maritime industry coupled with his understanding of the petroleum industry, he has contributed to strengthening the State’s oil & gas industry and has worked to ensure its sovereignty. Captain Mohamed Najib graduated with Competency Master in Marine from Malaysia Maritime Academy (Akademi Laut Malaysia) in 2008.
Ustaz Haji Mohd Nazri is the Group Chief Shariah Officer of BIMB Holdings Berhad and Chief Shariah Officer of Bank Islam Malaysia Berhad with over 14 years of experience in Shariah management within the banking industry. Having profound knowledge in the field of Islamic finance ranging from operations to playing an advisory role, he was instrumental in providing technical assistance to Amana Bank PLC (Sri Lanka) and Noor Investment Group (Dubai, UAE) in developing their Islamic banking industry and Shariah framework.
In addition to his responsibilities as the Deputy Chairman, Shariah Supervisory Council of Amana Bank PLC he also sits on the Shariah advisory committee of various organisations to assist in strengthening their Shariah governance framework and facilitating efforts to promote Shariah compliant products and services.
With his combined experience and knowledge in this field, Ustaz Haji Mohd Nazri’s expertise has been put to good use through diverse roles in the public and private sector over the years. His professional involvement has served as a valuable contribution to organisations such as Bank Negara Malaysia, Association of Islamic Banking Institution Malaysia, Finance Accreditation Agency as well as public universities in the country in emphasising the dynamics of Islamic banking.
An accomplished author and editor of several books and articles on Islamic banking and Shariah governance and compliance, he has presented papers at national and international seminars and conferences. For his commitment and contribution to the industry, he was awarded the "Promising Young Banker Award 2014" by the publication, The Asian Banker.
Ustaz Haji Mohd Nazri holds a Master’s and Bachelor’s degree in Shariah (Islamic Jurispudence) from University of Malaya. He is also a recipient of the ‘Certified Shariah Advisor and Auditor’ by the Accounting and Auditing Organisation for Islamic Financial Institutions (AAOIFI) in Bahrain and from the Asian Institute of Chartered Bankers, ‘Certificate in Internal Auditing for Financial Institutions’ (CIAFIN) which he passed with distinction.
Encik Burhanuddin Hilmi, possesses an extensive experience and expertise in the audit industry and gained considerable insights on a variety of industries such as oil & gas, finance, manufacturing as well as having worked for two of the big four accounting firms in Malaysia.
He started his career at Price Waterhouse (now known as Pricewaterhouse Coopers [PwC]) in 1993 as the Audit Senior of Audit and Business Advisory Service and later became the Manager of the Assurance Division of KPMG, a position he held from 1998 to 2002.
Drawing on his skills and strengths from the audit and accounting industry, he was appointed as the Managing Director and Primary Consultant of BH Consulting Sdn Bhd in 2002. He was primarily involved in assessing clients’ business viability and provided business solutions to the issues and challenges they encountered. He also conducted reviews on the effectiveness of the clients’ internal control systems and made recommendations for improvements.
From 2006 to 2013, he was the Group Chief Financial Officer of Composites Technology Research Malaysia Sdn Bhd. (CTRM), a high technology company producing composite parts for Airbus and Boeing aircrafts. A Government-Linked Company under the Ministry of Finance, Inc until 2013 when it was acquired by DRB-Hicom Group.
With his in-depth knowledge and business insights, he was appointed as the Chief Financial Officer of Weststar Aviation Services Sdn Bhd from 2013 to 2015. Weststar Aviation specialises in offshore helicopter transportation service for numerous oil & gas major companies operating in Malaysia, Thailand, Indonesia and several African countries.
Following this, from 2015 to 2018 he was the Group Chief Financial Officer of Zetro Aerospace Corporation and Director of Chartridge Conference Company Ltd (UK). Encik Burhanuddin is a Chartered Accountant (CA) as well as a Certified Financial Planner (CFP) with the Malaysian Institiute of Accountants (MIA) and Financial Planning Association of Malaysia respectively.
He holds a Master in Business Administration (MBA) majoring in International Business from the University of Leeds in the United Kingdom and completed his Bachelor of Accounting (Hons.) at the International Islamic University of Malaysia.
Dr. Wan Ahmad Rudirman bin Wan Razak is the President/ Group Chief Executive Officer of Terengganu Incorporated Sdn Bhd, a position he held since 1st January 2017. He has been tasked to spearhead the company and to bring it to a higher-level while enhancing its role for future growth.
With over twenty (20) years of experience holding many senior positions in corporate restructuring and business turnaround in prominent Malaysian companies, Dr. Wan Ahmad’s expertise brings guidance to meet the challenges through a proven record of operational leadership, strategy development and financial management.
Dr. Wan Ahmad Rudirman was the Group Deputy Chief Executive Officer/ Director of Selia Ekuiti Sdn Bhd. Before his appointment with Selia Ekuiti Sdn Bhd. he was the Acting Chief Operating Officer/ Group General Manager, Group Operation Services of KUB Malaysia Berhad. During his tenure at Malaysia Airports Holdings Berhad, he served in various capacities including Head of Corporate Strategy, Group Corporate Planning Division, Head of Finance and Head of Corporate Services.
Dr. Wan Ahmad Rudirman holds a PhD in Business Administration from University of South Australia (Adelaide, Australia). Having completed his Diploma in Accounting (Universiti Sultan Zainal Abidin, Kuala Terengganu) and Degree in Accounting (University of Portsmouth, United Kingdom), he continued to pursue a Masters in Business Administration from University of North London, United Kingdom.
